Is 12mg freebase the same as 12mg nic salt?

The number is the same (mg of nicotine per ml) but the feel is different: 12mg freebase has a noticeably firmer throat hit and slower absorption than a 12mg salt. Most people find freebase feels “stronger” per mg.

Can I use MTL e-liquid in a sub-ohm tank?

You can, but you should not — a sub-ohm coil vaporises 12mg freebase far too fast, making it harsh and unpleasant. Keep these bottles for pod systems and MTL tanks, and use 2–3mg high-VG juice for direct-lung gear.
